Status and results

 

Five partners have launched a trans-national research call on Electric-mobility, to be carried out in 2010.

The result of the study is a pillar of the roundtable discussion on electromobility at 2011 Annual Polis Conference, 29-30 Nov 2011, Brussels.

 

Background

In the course of 2009 an increased interest for the electrification of transportation can de seen in all countries in Europe. The developments have led to a European “Electric mobility” hype, stimulating many national initiatives and activities including:

  • The large scale National action plans for “Electric Mobility” in Germany (1 million electric vehicles in 2020) and the Netherlands (200.000 electric vehicles in 2020)
  • The estimation by Renault (France) of a 2020 EU market of 2 million full electric vehicles
  • The UK ambition to become EU leader in a few years time with a budget of 100 million pound foreseen
  • The 720 charging points planned for London in 2012 (Olympic games)
  • The aim of Denmark: to have 500.000 full electric vehicles in 2020
  • The development in Norway of their own electric vehicle (the Th!ink); etc.

 

The main challenge in electricmobility is how to implement the strategic policy visions and to get a viable market for cleaner vehicles (and fuels & infrastructure). First question for realising a viable market is how to create demand for the products involved. This is where policy development and policy measures come into the picture.

 

Since the electrification of transport is a European development, international cooperation is a necessity if we are to reach the ambitious targets for 2020. This means that the development of policies and policy measures should not happen in national isolation, but together, meaning in the EU, and in trans-national funding cooperation.

 

R&D themes for the call

The general aim is to improve the tuning together of the different national policies and action plans for electric mobility in Europe. Main driver behind this is the expected positive effect of a common approach on the market development of electric mobility in Europe.

 

This call will result in a handbook that identifies the main market barriers for deployment and that suggests possible policy measures that can help overcome these barriers and turn them into challenges that can be dealt with.

 

Two studies will be carried out:

  1. A report on relevant end-user groups for “Electric Road Transport” in Europe, their needs, related markets, and integration into the existing transport system.
  2. An inventory and analysis of the national action plans and policies in Europe with regard to electric mobility.

 

The target group for both products is formed by the public administrations in the EU Member States with a special focus on the countries that are involved in this joint assignment. The recommendation in both reports will distinguish between the different organisational levels (local/regional, national, EU).
