ENT4: Business models for data collection and use: Overview of studies

Background and contents

The Action Group ENT4 "business models for data collection and use" was set up during the first targeted workshop (TWS 1) in Paris on 29-30 November 2004. The TWS 1 theme was "ITS and reliability of passenger transport".

 

Traffic and travel data is needed for both traffic management and travel information. From a technical point of view many tools are developed, tested and researched. ENT4 works on identifying the bottlenecks for implementation and defining new research questions.

 

Starting with the exchange of existing information and viewpoints from each country ENT4 should lead to defining research topics and clustering of the research efforts.

 

Successful exploitation of a mobility information service or dynamic traffic management depends upon a solid business case. Too often a new instrument, product or service is developed, a pilot is started or the public authorities start as a launching customer without an unambiguous business case present. Depending on the vision of the Public Authorities on their role and the number of actors, different business models can be derived. In each model the choices in the division of tasks, responsibilities etc. differ.

 

Key ideas and objectives

The aims of this cooperation project are the following:

  1. exchange of information on the current situation in different European countries
  2. presentation of the future models of the situation on traffic and travel information services
  3. discussion with experts on topics mentioned above
  4. share research results and identify gaps and implementation hurdles
  5. future research topics.

France, Netherlands, Norway, Finland and Poland

Status and intermediate results

Some bottlenecks identified in relation to the business case and market model for data collection and use:

  • Data ownership, privacy and access to data amongst stakeholders
  • Roles and responsibilities of Public / Private Stakeholders and Public / Public stakeholders
  • Multi-modal issues
  • Quality aspects of traffic and travel information and data collection.

Results are the questionnaires on the current situation and preferred situation. Papers on the subjects above towards the preferred situation. Workshop with experts in preparation.
